1. Why does Odoo automatically apply a default 15% tax when a product is added to a new quotation?

Because the system detected that the customer is currently in a high-tax region. Because no specific tax was set on the product form and no fiscal position was assigned to the contact. Because the customer is a new user and hasn't verified their tax-exempt status.

2. How can a salesperson manually change the tax rate for a specific order line if the customer's situation changes (e.g., they move to another country)?

By deleting the entire quotation and starting a new one from the Accounting app. By editing the product's price and manually subtracting the tax amount. By clicking into the "Taxes" column on the order line, removing the old tax, and selecting a new one from the dropdown.

3. Where can the customer see the exact tax amount they are being charged before confirming the order?

In the "Customer Preview" mode, specifically under the pricing section of the portal. In a hidden internal note that is only sent after the payment is completed. On the product's main page in the e-commerce store before adding it to the cart.
